Current versus non-agenda topics
A current-agenda deputation needs a written application to the Clerk by noon on the meeting day, with presentation material. The maximum is five minutes. If ten or more people speak on the same issue, the limit drops to two minutes each.
For a non-agenda matter, submit an outline for Chief Administrative Officer and Clerk review. If approved, the coordinator arranges a later meeting. The Clerk checks whether the subject falls within Council jurisdiction and confirms by email.

Format and meeting conduct
Council starts at 6 p.m.; presenters should be there 15 minutes early. Read a written statement in person or electronically. Visual presentations are not accepted for the current-agenda route. If absent, a written or video deputation can be emailed to Council in advance.
Stay on the approved topic, respect the Chair and others, and do not cross-debate. Posters, signage and literature are prohibited. Do not approach seated councillors or enter the gated horseshoe area without an invitation.

Planning matters and petitions
For a listed planning application at the monthly planning meeting, no advance written appearance request is required. The Mayor invites interested people to indicate they wish to speak. Advance concerns to Planning at ckplanning@chatham-kent.ca can still help.
A service-related petition can go to a supporting councillor, directly to the Clerk for the communication package, or to administration already preparing a related report. A petition received without Council pulling it for action is received for information, not automatically adopted.
